(See fn. 1.) This appeal challenges a negative declaration filed under the California Environmental Quality Act (CEQA; Pub. Resources Code, § 21000 et seq.) in connection with granting a use permit for a contractors service center. After a hearing on September 28, 1988, the Monterey County (County) Planning Commission filed the negative declaration while granting the use permit to William B. Parham, Jr. (developer). After a hearing on December 6, 1988, on January 6, 1989, Countys board of supervisors (Supervisors) denied an appeal challenging the commissions action. Objectors brought this action to set aside the Supervisors decision and now appeal from a judgment denying their mandate petition.
